National News: In a landmark decision aimed at revitalizing Punjab’s industrial landscape, the state government has rolled out a new industrial policy allowing the conversion of leasehold industrial plots into freehold, fulfilling a long-pending demand of the business community. This move is expected to boost industrial confidence, simplify ownership rights, and eliminate longstanding uncertainties among traders.
Announcing the decision at Punjab Bhawan, Cabinet Ministers Sanjeev Arora and Hardeep Singh Mundian stated that the government is taking concrete steps toward fulfilling its promises to the industrial sector. Minister Arora emphasized that two out of the 12 key assurances given by Chief Minister Bhagwant Mann to business leaders have now been fulfilled. “This policy will offer tangible benefits to the trade and industrial sector and significantly improve the investment climate in Punjab,” he noted.
What the New Policy Brings to the Table
- Leasehold is history: All industrial plots held on lease can now be upgraded to full ownership under the freehold model.
- Slashed conversion charges: Businesses opting for the switch will benefit from a massive 50% reduction in the standard conversion fees.
- Minimal charge on previously sold plots: For plots that have already changed hands, only 5% of the official collector rate will apply.
- Transfer costs defined: Any resale or ownership transfer of newly converted freehold properties will attract a flat 12.5% transfer levy.
Lower Cost, Higher Relief
Earlier, converting a leasehold plot into a freehold one involved significant financial outlay. Minister Arora cited an example: "A 500-square-yard plot in Ludhiana’s Focal Point industrial area can now be converted to freehold by paying just 10 lakh, a substantial reduction compared to previous costs."
Streamlining Ownership, Reducing Litigation
Minister Hardeep Singh Mundian revealed that a high-level committee was constituted to review and finalize the framework of this new policy. Based on the committee’s recommendations, the government streamlined the process to ensure it is transparent, efficient, and trader-friendly.
The primary objective is to eliminate legal ambiguity and reduce litigation between plot holders and state departments. By simplifying the rules of ownership, the policy aims to foster a more robust and stable industrial ecosystem.
